A different twist to 'hands-free' talking

The driver was talking into a cellphone which was being held by the passenger.

Editor: Last Thursday, Jan. 12, I was driving west on the Fraser Highway just north of the Bypass in 91原创.

I wanted to turn left into one of the stores on the west side of the Fraser Highway, but I was delayed because there was a van driving quite slowly eastward on the Fraser Highway.

When the driver passed me, I realized that she was talking into a cellphone which was being held by the passenger. I think she was driving slowly because it is hard to concentrate on talking into a cellphone while driving.

Her hands were on the steering wheel. She was 鈥渉ands-free,鈥 but is this legal?
