Unjust?

Having recently read the Our Views editorial, one particular statement has me puzzled.

The comment indicating that throwing someone in jail for stealing something that netted them a few dollars is unjust, seems rather contrary to what the law of the land is intended to accomplish.

鈥淎 few bucks鈥 may be what the criminal receives in his ill gotten gains, but the expenses (and inconvenience) created for the owners of the vehicles, ICBC, private insurers and police resources is far from 鈥渁 few bucks.鈥

What is unjust is having these criminals create economic losses for others and generally allowed to skate free, if and when they get caught.
