POLL: Should animal abuse laws be strengthened in B.C.?

Another major BC SPCA animal seizure was just announced.

Earlier this week, the BC SPCA announced it had seized 27 horses from a 91原创 property for neglect. The horses are now up for adoption, and charges may be laid against the horses鈥� owners or caregivers.

But this is not the first time horses have been found emaciated or in poor condition in 91原创. Should penalties be toughened against offenders?
