ParkLane Homes鈥 rezoning application was formally adopted in bylaw form on Monday, April 11.
In contrast to the public hearing which required four separate evenings last June, there was no discussion before council voted 7-2 for the rezoning bylaw and development permit application. Mayor Rick Green and Councillor Kim Richter voted against them.
The vote brings to an end one of the most contentious development proposals for 91原创, and certainly Fort 91原创.
It allows ParkLane to embark on the final development of the residential community of Bedford Landing which overlooks the Bedford Channel, west of Glover Road. The property was once the McDonald Cedar sawmill.
The development comprises two apartment buildings with a total of 70 units, with a commercial element on the ground floor, and an 11-unit live-work townhouse project. The larger of the two projects will be built on the north side of Billy Brown Road, and the smaller on the south side.
Combined, the projects will cover 1.78 acres.
After the last night of public hearings on June 22, council referred concerns to staff, which led the developer to make what a report to council called 鈥渁 number of significant revisions鈥 to the proposal.
These include reducing the height of the eastern apartment building to three storeys from four, reducing the number of apartment to 70 from 77, creating a wider breezeway between the two larger townhouse buildings to provide more view, sunlight and public access, and reducing site coverage to 47 per cent.
One of the most contentious issues in the application was the absence of a boutique hotel and a residence for seniors. Both have been eliminated from the development.
