Violent high-risk sex offender released in Vancouver

Brian Abrosimo, who was sent back into custody after violating previous parole conditions in Surrey, is out again

A violent, high-risk sex offender was released back into a half-way-house in Vancouver in early November.

Brian Abrosimo, 61, spent more than 14 years in prison for violent attacks, including the kidnapping and sexual assault of an 11-year-old Aldergrove girl in 2004.

After completing his sentence in October 2020, he was placed under a 10-year Long Term Supervision Order (LTSO), which expires in 2030. Abrosimo has been back behind bars several times since his release. Any violation of his release conditions can send him back to prison until his case is reviewed.

In November 2023, the Surrey RCMP issued a public warning about Brian Abrosimo as he was released from prison again and was deemed at high risk of re-offending. At the time of the warning, police stated Abrosimo was living in Surrey. 

Soon after his release in 2023, Surrey Mayor Brenda Locke issued a statement calling the decision to release Abrosimo in Surrey 鈥渙utrageous,鈥 given that she said it has the highest number of children per capita of anywhere in B.C.

鈥淏rian Abrosimo is a child predator that raped an 11-year-old girl in 91原创,鈥 Locke said in a statement. 鈥淎 judge called Abrosimo鈥檚 offences 鈥榯he most heinous and grave crimes known to our society,鈥 and it is reprehensible that this dangerous sex predator is being released into our community.鈥

She asked residents to be 鈥渆xtra vigilant and take safety precautions鈥 due to the risk he poses to women and children.

On Aug. 19, 2024, Abrosimo was arrested again after he failed to follow the direction of the community residential facility staff to "cease all contact" with a female where he was staying.

"The woman had told CRF (community residential facility) staff that she was concerned about your behaviour towards her. She told staff earlier in the day that you had flirted with her and asked her out, but she declined your advances," parole documents.

A few days earlier, he had told his parole officer about the woman and wanted to ask her out. His parole officer said he could meet with her for coffee, but if she was not interested, to "cease contact." He was also advised to ask the residential facility manager where he was saying. Due to the rules of the building, he was told he had to "cease all contact with this woman until she was no longer a shelter client." 

In the Nov. 8, 2024, Parole Board of Canada decision, the board noted that Abrosimo failed to take responsibility for his actions and blamed the staff. The board also stated that Abrosimo's lack of accountability for his actions is likely the consequence of a brain injury "and its impact on your cognitive and emotional process." 

On Nov. 8, 2024, the Parole Board of Canada cancelled the suspension after reviewing his release plan. "The Board is satisfied that your risk can be managed effectively and that your risk to re-offend will not be undue." 

Surrey RCMP confirmed he was not released in Surrey. 

Const. Taina Visintin confirmed Abrosimo was released to a halfway house in Vancouver and that police are aware of his release and are working with his parole officers. 

Upon release, all previously imposed conditions remain in place, and the board modified the special conditions for reporting relationships. He is now required to receive written permission from his parole supervision before initiating "sexual or non-sexual relationships or friendships" with women. 

The parole board notes this change is "considered reasonable and necessary to protect society and to help you reintegrate as a law-abiding person." 

Some of Abrosimo鈥檚 other conditions include:

鈥 residing at a CCC (community correctional centre) or CRF;

鈥 not to purchase or acquire pornography or sexually explicit material;

鈥 not to be in the presence of any female children under the age of 18 unless accompanied by a responsible adult who knows his criminal history and has been pre-approved by his parole supervisor;

鈥 not to be within the boundaries of 91原创 or Abbotsford;

鈥 not to consume alcohol or non-prescription drugs;

鈥 not to be in the company of sex workers; and

鈥 not to be in, near, or around places where children under 18 are likely to gather, including schools, parks, swimming pools, and rec centres, unless accompanied by a pre-approved adult.

Anyone who sees or knows of Brian Abrosimo violating any of these conditions is asked to call 9-1-1 immediately, police say.
