91Ô­´´ Township seeks $15 million for disaster prevention

Provincial grants won't cover full costs of replacing aging reservoirs and culverts

91Ô­´´ Township is seeking more than $15 million in provincial disaster preparedness funds to replace and upgrade local reservoirs and culverts.

Council voted unanimously on Monday, Sept. 9 to send two applications to Victoria for the BC Disaster Resilience & Innovation Funding program.

The first will request $900,000 for non-structural projects, including updating designs and plans for the Township's sewer and water master plans, as well as designing a replacement for the East Aldergrove Reservoir and a new culvert for the 6400 block of 200 Street.

The second and larger request, of $14,750,000 is for actual construction, including:

• Replacing the Strawberry Reservoir in Walnut Grove

• Replacing the East Aldergrove Water Reservoir

• Replacing a culvert in the 21400 block of 40 Avenue east of Brookswood

A staff report noted that the East Aldergrove reservoir is "leaking and is in critical structural condition." Temporary repairs last year will extend its life by about five years.

The Strawberry Reservoir is also in bad shape, with "significant leakage through the walls," the report noted. It had repairs in 2022.

The culverts mentioned also need upgrades badly.

The provincial funding, if approved, won't cover the entire costs of theses projects.

Replacing the Strawberry Reservoir will cost an estimated $11.5 million, offset by up to $5 million in provincial grants. The East Aldergrove Reservoir could cost $42 million, with a maximum of another $5 million from Victoria. The culvert on 40 Avenue is estimated to cost $4.75 million, and is the only one of the three replacements that could be covered entirely by a grant.
