Cloverdale is getting another neighbourhood concept plan (NCP).
Surrey City Council voted to approve at its regular council meeting Nov. 18. The report, from the Planning & Development, Engineering, and Parks and Rec. departments recommended council authorize staff to prepare an NCP for the Cloverdale area surrounding the planned SkyTrain station at 196 Street and the Fraser Highway.
Ron Gill, acting GM for Planning and Development, Scott Neuman, Engineering GM, and Laurie Cavan, GM for Parks and Rec., all signed off on the report.
鈥淭his plan will focus on supporting the Surrey-91原创 SkyTrain Project by supporting transit-oriented development and related infrastructure and amenities,鈥 their report noted.
The area on the east side of Cloverdale runs along the border with the Township of 91原创. Both the Fraser Highway and the 91原创 Bypass cut across the top and bottom of the new NCP area as the two major routes funnel toward the planned SkyTrain station.
The report鈥檚 roots stretch back to 2019 when city council got staff to begin working on a phased land-use plan that could support future development along the Surrey-91原创 SkyTrain corridor. Back then, authorized city staffers to being work on, among other things, 鈥減reliminary background studies to support the development of land use plans" for East Cloverdale, which have since all been completed.
Gill, Neuman, and Cavan wrote the 196 Street area is 鈥渢he only remaining part鈥 of the SkyTrain corridor 鈥渨ithout an updated plan in process.鈥
The City of Surrey, 91原创 City, the Township, TransLink, and the province signed an agreement in 2022 鈥渢o coordinate interjurisdictional planning for the area鈥 adjacent to the forthcoming station at 196 Street.
Once everyone signed off on it, a transit-oriented development study was done, which identified 鈥渄etailed land-use planning鈥 that could be used at the municipal level.
With the report passed, city staffers will now begin a secondary land-use planning process that will include both studies and a public engagement campaign. Some key components for the next phase include: a clearly articulated overall vision for the 196 Street Station neighbourhood; a plan for transit supportive land uses, including designations that prescribe land use densities, building heights, and uses; a strategy for housing to support a balance of housing types and tenures, including market residential and affordable housing; a road network map/concept; a parks and open-space concept; a servicing strategy; and a financial plan.
The first draft of the city鈥檚 newest NCP is set to drop in May 2026.
